The Feasibility Study was devised for the project proposal integrated into the urban rehabilitation measures of the Regional Development Operative Program submitted in 2004, and assignment was made by the Local Government of Ferencváros District IX of Budapest.
It concerned the urban rehabilitation project in the area surrounded by Ferenc körút, Üll?i út, Haller utca, Mester utca, started in 1992. The number of inhabitants of the project area was 19,667 as of the date of the Feasibility Study. Though the rehabilitation of the area between Ferenc körút and Viola utca had been going on by then, due to the condition of the area between Viola utca and Haller utca the social and economic situation of the project area was still characterised by
– low economic activity,
– a high proportion of flats with no or moderate amenities,
– a run-down milieu,
thus the concentration of a population in a most disfavoured situation is considerably high.
